Test Coordinator Resources

Test Administration Roles and Responsibilities

OSSE requires LEAs to designate an LEA Assessment Manager for each school year. This manager is responsible for representing the LEA, ensuring statewide assessments are administered in compliance with OSSE’s policies, and liaising with OSSE and LEA staff. The LEA Assessment Manager is also responsible for liaising with Nonpublic School Test Coordinators or other LEA designees in charge of direct communication with nonpublic schools.

Throughout the year, OSSE will provide training and information to LEA Assessment Managers and LEA Test Coordinators to support with the successful completion of these requirements.

The LEA Assessment Manager is responsible for overseeing the coordination of all statewide assessments taken by students in their LEA and ensuring compliance with OSSE policies and protocols. LEA Assessment Managers can designate assessment-specific LEA Test Coordinators to fulfill the responsibilities outlined in the LEA Assessment Manager Roles and Responsibilities Overview (coming soon). Responsibilities of Nonpublic School Test Coordinators are outlined in Nonpublic School Test Coordinator Overview (coming soon).

OSSE requires LEAs to assign LEA Test Coordinators for each of the following statewide assessment programs:

  • DC CAPE Assessments
  • MSAA/DLM Alternate Assessments
  • ACCESS for ELLs and Alternate ACCESS Assessments

LEA Assessment Managers may designate the same person as LEA Test Coordinator for all three programs or may designate different parties (e.g., DC CAPE Coordinator; MSAA/DLM Coordinator; and ACCESS Coordinator). Each LEA Assessment Manager and Nonpublic School Test Coordinator is required to submit the names and contact information of their assessment coordinators to OSSE’s Office of Assessment annually. Test Administration Windows

The table below shows the 2024-25 statewide test administration window for each assessment. LEAs may assess students at any time within the published window for each assessment. However, it is best practice to shorten schools’ test windows to be as efficient as possible. A shorter test window reduces the burden on instructional and staff time and limits the potential impact on test security.

Training Resources

The OSSE Office of Assessments will release the Coordinating Statewide Assessments Handbook for the 2024-25 school year. The purpose of this document is to provide an overview of DC statewide summative assessments. It contains general information and additional resources for LEA Assessment Managers to reference while preparing for test administration.

The assessment administration training schedule for each month of the 2024-25 school year administration season will be coming soon.

2024-25 Assessment Readiness Guides

The OSSE Office of Assessments has developed two-page readiness guides for each of the statewide assessment programs. These guides provide a high-level overview of activities associated with the administration of each assessment program.

Test Security Training

OSSE’s Office of Assessments is developing a series of test security and test integrity training modules for the 2024-25 administration of statewide assessments.
These training modules detail expectations for establishing and maintaining security during the administration of statewide assessments. The complete viewing of the modules is required for all LEA Assessment Managers, LEA Test Coordinators, and Nonpublic School Test Coordinators, including those responsible for overseeing ACCESS for ELLs, Alternate ACCESS, MSAA, DLM, and DC CAPE administration. All coordinators are required to complete the OSSE Test Security Training modules and pass the associated quiz. A score 80% or higher on the quiz will serve as the official attendance and completion of 2024-25 OSSE Test Security Training.

While these required test security training modules are intended for assessment points of contact at the LEA level, the resources and information provided in these modules can be adapted by LEAs to train authorized personnel at the school level, inserting LEA- or school-specific policies as applicable.
