Elementary and Secondary Education Act (ESEA) Title Grants: Training & Technical Assistance 

The Office of the State Superintendent of Education (OSSE) administers Title grants funded through the Elementary and Secondary Education Act (ESEA). Collectively, these federally funded entitlement grants are intended to support students who have historically been marginalized and provide all students a high-quality, well-rounded education. 

Each year, eligible local education agencies (LEAs), including DC Public Schools (DCPS) and public charter schools, receive ESEA Title funds to address their unique student needs, and LEAs must submit an application, which includes a budget, in the Enterprise Grants Management System (EGMS) for OSSE’s review and approval. Below are resources, tools, and reference guides that support the implementation of ESEA Titles I-IV, Part A programs, along with trainings and technical assistance designed to help LEAs effectively develop, implement, and evaluate their federally funded programs.

Upcoming Trainings and Technical Assistance

Please join OSSE for our upcoming technical assistance (TA) opportunities to support LEAs in preparing their Title I-IV, Part A grant programs for FY27.

  • FY27 ConApp Workshop: New Grant Managers
    • On Monday, Aug. 3 from 1-3 p.m., join a workshop for new LEA grant managers reviewing how to complete the ConApp step by step, sharing best practices, and providing the opportunity to ask questions. Register here.
  • FY27 ConApp Webinar: Aligning Program & Budget
    • On Thursday, Aug. 6 from 2-3:30 p.m., OSSE will advise LEAs on program alignment and budgeting in the ConApp. The webinar will review allowable uses of funds and best practices to support student achievement. Register here.
  • Office Hour: Title I-A Parent and Family Engagement
    • On Monday, Aug. 10 from 1-2 p.m., OSSE will host an office hour to review parent and family engagement requirements under Title I-A and provide LEAs the opportunity to engage with OSSE staff on any related questions. Historically, many LEAs have had monitoring findings in this area. Register here.

Coming soon! Join OSSE the third Tuesday of each month at 10 a.m. for Title Tuesday

Title Tuesdays are monthly office hours that will cover ESEA grant program topics relevant to the current moment in the grant cycle. Examples of rotating ESEA topics include parent and family engagement, application requirements, program requirements, fiscal planning, reporting, and monitoring. Each session will provide actionable information relevant to ESEA Title programs and offer LEAs an opportunity to engage directly with the OSSE ESEA team on any related questions.

These virtual office hours will occur at 10 a.m. on the third Tuesday of each month. Specific topic updates and event access details will be provided through the Division of Strategic Funding for School Quality (FSQ) Grants newsletter (register here).
