Elementary and Secondary Education Act (ESEA) Title Grants

The Office of the State Superintendent of Education (OSSE) administers Title grants funded through the Elementary and Secondary Education Act (ESEA). Collectively, these federally funded entitlement grants are intended to support students who have historically been marginalized and provide all students with a high quality, and well-rounded education.

The Title grants are authorized by the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) Title I, Part A §§ 1111-1127 and Part VIII General Provisions. OSSE currently administers $86 million in funding to 59 local education agency (LEA) grantees. 

Title I-A  

ESEA, Title I, Part A (Title I-A) grant supports schools with high concentrations of children from low-income families in receiving a high-quality education. Eligible LEAs include those with high concentrations of children from low-income families. purpose of the grant is to improve the basic education program of schools and ensure that all children, particularly students most at-risk of academic failure, meet the academic state standards.

I-A funding can be used for a broad range of activities that improve academic programs, educator quality and student outcomes in a school. Grant programs must be designed to help students attain high academic achievement, and they must be developed by school leadership with input from the school community.

Title II-A  

ESEA, Title II, Part A (Title II-A) grant supports improvement in the quality and effectiveness of teachers and school leaders in K-12 schools.

II-A funding can be used for educator professional development and teacher recruitment and retention activities. Grant programs must be designed to support students’ high academic achievement, and developed with input from the school community.

Title III-A  

ESEA, Title III, Part A (Title III-A) grant supports students who are learning English as a second language. Eligible LEAs include those with high concentrations of English learners (ELs) and funds are intended to be used to supplement the language instruction educational program (LIEP) of its schools. Programs funded by the grant must assist ELs in attaining English proficiency and meeting the academic state standards.

III-A funding must be used to provide effective LIEPs, professional development for educators, and parent and family engagement activities. The funds may also be used to upgrade the LIEP curriculum and materials or to provide tutoring. Title III programs must be developed with input from the school community.

ESEA, Title IV, Part A (Title IV-A) grant improves schools with LEA-level supports for access to and opportunities for a well-rounded education for all students, school conditions for a safe and healthy learning environment, and the use of instructional technology. Title IV-A grants are awarded to LEAs that were Title I-A grantees in the previous year.
