Elementary and Secondary Education Act (ESEA) Title Grants: Data & Reporting

The Elementary and Secondary Education Act (ESEA) provides Title grants to states and local education agencies (LEAs) with the intent of supporting equal educational opportunity for all students. The Title grants are authorized by ESEA, as amended by the Every Student Succeeds Act (ESSA) Title I, Part A §§ 1111-1127 and Part VIII General Provisions. OSSE currently administers $86 million in funding to 59 grantees.

Allocations

The District of Columbia distributes Title funds to LEAs according to the percentage of students who come from low-income families that attend their schools.

US Department of Education (USED) Reporting

Title I-A Data Collection and Reporting

The District of Columbia reports on the use of ESEA Title funds annually to USED.

Title IV-A Data Collection and Reporting

In accordance with federal Title IV-A reporting requirements, the Office of the State Superintendent of Education (OSSE) collects and reports annual Title IV-A grant funding data for District of Columbia LEAs. Reports include expenditure and outcome data of LEAs that do not consolidate or transfer their Title I-IV funds in any given fiscal year.

Title IV-A Expenditure Report
This annual report details how LEAs spent funds by budget category during the grant award period, (e.g., July 1, 2020-Sept. 30, 2022). Allocation data for all LEAs are included in the report. This report also confirms that LEAs met the expenditure limits for each category, as required.

Title IV-A Progress Toward Outcomes Progress Report
This annual report shows the degree to which each LEA has made progress toward meeting the program objectives and intended outcomes described in their Title IV-A application. This data is self-reported by LEAs.
