DC School Report Card Resource Library

2023 DC School Report Card 

The 2023 DC School Report Card is built on OSSE’s amended ESSA State Plan, which increases the school accountability system’s emphasis on student growth and marginalized student groups. The school accountability system will also see returning metrics that were not available during the coronavirus (COVID-19) health emergency such as ACCESS growth and student growth on the math and ELA assessments, as well as introduce new metrics such as high school student growth, five-year graduation rate and AP/IB/Dual Enrollment participation. 

Public Engagement

OSSE is working in partnership with the DC State Board of Education (SBOE) to enhance the 2024 DC School Report Card site and hosted three public engagement sessions:

  • Past Sessions
    • Monday, Oct. 30 at 5:30–7 p.m. (MLK Library, 901 G St. NW, 4th Floor Conference Center)
    • Monday, Nov. 13 at 6–7 p.m. (virtually)
    • Monday, Dec. 4 at 6–7 p.m. (virtually)

  • 2020 DC School Report Card Aggregate Data File: this data file contains DC School Report Card data at the school-, LEA-, and state-level for all Profile information, enrollment, and Teacher and Health Staff metrics on the 2020 report card
  • 2020 DC School Report Card Cross-Tabulated Data File: this data file contains metrics for four- and five-year graduation rate and college enrollment rates for the Class of 2018 and 2019 at the school-, LEA-, and state-level for cross-tabulated student groups: gender; race/ethnicity; race/ethnicity by gender; at-risk, English learners, students with disabilities, and the converse of those groups (e.g., not at-risk) by race/ethnicity and by gender.
  • 2020 DC School Report Card Per-Pupil Expenditures File: This file contains data shared on the DC School Report Card related to school finance and includes per-pupil expenditures per school, LEA, and DC. It contains finance data by entity, by source type, and shows school expenditures, excluded expenditures, as well as centralized expenditures.

STAR Framework Reports and Analyses 

  • 2019 STAR Framework Brief and Appendices: shares the citywide performance trends for frameworks, student groups, and metrics. The appendices share additional views and analyses of distributions and correlations including a review of distributions and correlations between frameworks, student group performance, sectors, and metrics.

Technical Guide

STAR Framework Reports and Analyses

Section 1111(h)(1)(C)(x) of the Elementary and Secondary Education Act of 1965, as amended by ESSA, requires the state to report per-pupil expenditures on the state report card. In 2017, the US Department of Education gave all state education agencies the option to delay reporting per-pupil expenditures on the state report card until the 2018-19 school year. OSSE elected to take this option. OSSE released guidance to local education agencies (LEAs) in December 2018 that outlined how financial expenditure data would be collected and reported on the DC School Report Card. In the spring of 2020, OSSE will update the DC School Report Card to include per-pupil expenditures for each school. OSSE will continue to provide resources and support to LEAs while collecting and reporting these data. For questions, please email [email protected]
