Investment in Schools Grant

The Elementary and Secondary Education Act (ESEA), Title I, Part A 1003 Investment in Schools (IIS) grant is awarded to schools identified for school improvement in the DC Accountability Framework. Schools identified under the following designations are eligible to receive funding: Comprehensive Support and Improvement (CSI), Intensive Support and Improvement (ISI), and Monitored Improvement Status (MIS). The purpose of the funding is to support schools that require a comprehensive reform plan to meet students’ educational needs.

IIS funding can be used to implement a school improvement plan that has specific goals and has been developed in response to a needs assessment and with input from the school community. The IIS school improvement plan and funding should complement and support other grant programs the school implements, particularly Title I-A.

The IIS Grant is authorized by ESEA, as amended by the Every Student Succeeds Act (ESSA) of 2015 ([ P.L. 114–95, Sec. 1003]). In fiscal year 2026 (FY26), the Office of the State Superintendent of Education (OSSE) awarded $2,587,881.70 in IIS funding to 10 designated schools in the District of Columbia.
