Investment in School (IIS) grant is authorized by the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) of 2015 ([ P.L. 114–95, Sec. 1003]). ESEA 1003 IIS grant is awarded to schools identified for school improvement in the DC STAR Framework as Comprehensive Support 1 (CS1). The purpose of the funding is to support schools that require a comprehensive reform plan to meet students’ educational needs.
