Investment in Schools Grant: Application and Funding

The Elementary and Secondary Education Act (ESEA), Title I, Part A 1003 Investment in Schools (IIS) grant is awarded to schools identified for school improvement in the DC Accountability Framework. Schools identified under the following designations are eligible to receive funding: Comprehensive Support and Improvement (CSI), Intensive Support and Improvement (ISI), and Monitored Improvement Status (MIS). The purpose of the funding is to support schools that require a comprehensive reform plan to meet students’ educational needs.

IIS grants are provided to local education agencies (LEAs) to support eligible schools over a three-year period. During the first year of the grant, LEAs complete a needs assessment and resource equity analysis, if applicable. The results support their development of a school improvement plan. The school improvement plan determines how the grant funds will be used in the second and third years of the grant award period.

In December 2024, OSSE identified a new cohort of schools in school improvement designation status. Eleven schools in CSI, ISI and MIS status received IIS grant awards for fiscal year 2025 (FY25). One CSI schools – Hope Academy Public Charter School – closed in summer 2025. In FY26, the remaining 10 schools in CSI, ISI and MIS status received IIS grant awards.
