Educator Preparation Providers and Subject Area Programs in the District of Columbia

The Office of the State Superintendent of Education (OSSE) is authorized by Title 5, Subtitle A, Section 1700 of the District of Columbia Municipal Regulations (DCMR), State Approval of Educator Preparation Providers and Subject Area Programs, to establish the requirements for state approval of educator preparation providers and subject area programs that prepare candidates to earn an educator credential in the District of Columbia.

State Educator Preparation Provider and Subject Area Program Approval

OSSE approves educator preparation providers (EPPs) and subject area programs that prepare candidates to earn an educator credential in the District of Columbia.

District of Columbia Higher Education Licensure Commission (HELC) Approval

An EPP operating within an institution required to be licensed by the HELC must maintain compliance with all applicable requirements of the Education Licensure Commission Act of 1976, D.C. Law 1-104, as amended, (see DC Official Code § 38-1301, et seq.) and its implementing regulations found at 5A DCMR Chapters 80-83.

An EPP operating outside of a post-secondary educational institution required to be licensed by the HELC must comply with all applicable federal or District of Columbia laws or regulations, as applicable.
