Early Childhood Educator Pay Equity Fund

Attend a Virtual Information Session!

Many early childhood educators in DC are eligible to receive up to $14,000 through the Early Childhood Pay Equity Fund!

The Office of the State Superintendent of Education (OSSE) and AidKit, the organization that will administer supplemental payments, will host two information sessions for early childhood educators to share details about the Early Childhood Educator Pay Equity Fund, including how to apply, and answer questions.

Information sessions will take place on:

The information sessions will be available in English, Spanish and Amharic.

The first information session will take place prior to the application launching and will help early childhood educators prepare for when the application is live. The second information session will take place after the application has launched to support early childhood educators in completing their applications. Early childhood educators may register to attend one or both sessions. Both sessions will be recorded and made available on OSSE's website for individuals who cannot attend these times or wish to review information at a future date.

About the Early Childhood Education Pay Equity Fund

Fiscal Year 2022

Early childhood educators in the District’s child development facilities play a crucial role in supporting young children’s learning and development. The Early Childhood Educator Equitable Compensation Task Force Temporary Amendment Act authorized the Office of the State Superintendent of Education (OSSE) to disburse pay equity funds to support pay parity for early childhood educators in accordance with the recommendations of the Early Childhood Educator Equitable Compensation Task Force.

In February 2022, the task force recommended that OSSE partner with an intermediary organization to distribute one-time pay supplements to eligible early childhood educators in fiscal year 2022 (FY22). In May 2022, OSSE announced it selected AidKit, a social impact company specializing in administering efficient and secure direct cash aid programs at scale, to administer the Early Childhood Educator Pay Equity Fund. As the administrator, AidKit will deliver funds to eligible early educators and provide technical assistance. The amount an educator receives through the fund will depend on their position but will, in most cases, be between $10,000 and $14,000.

OSSE and AidKit are currently working to implement the Early Childhood Educator Pay Equity Fund for FY22. The application for eligible early educators to request funds will launch in mid-August 2022. OSSE and AidKit will notify the DC early childhood education community when the application opens.

FY23 and Beyond

In June 2022, the DC Council passed legislation that authorizes OSSE to continue distribution of direct payments to eligible child care workers in FY23. Given this legislation and the funds appropriated in the FY23 budget, child care workers who receive pay equity funds in FY22 and remain employed in an eligible role in a child development facility licensed by OSSE can expect to receive further payments between October 2022 and September 2023. In summer and early fall 2022, OSSE will share updated policies and more information on the process for applying for funds and timeline for FY23 distribution.

Starting in FY24 (October 2023), OSSE will shift to distributing funds to child development facilities; facilities that accept funds will be required to pay eligible child care workers wages that reflect the recommendations of the Early Childhood Pay Equity Task Force. More information about these salaries and requirements for providers and eligible staff will be available in spring 2023. OSSE will continue to engage early childhood stakeholders in the coming months to inform the design, implementation and launch of the program for FY24 and beyond.

FY22 Eligibility Requirements

In order to be eligible to receive a supplemental payment distribution from the Early Childhood Educator Pay Equity Fund for FY22, an individual must meet the following requirements:

1. Be employed in a child development facility licensed by the Office of the State Superintendent of Education (OSSE):

  • Employment confirmed through staff record in Division of Early Learning Licensing Tool (DELLT)
  • Must have employment start date on or before May 16, 2022
  • Must be employed on the date the individual submits a request for supplemental payment to AidKit

Note: Staff in facilities not licensed by OSSE are not eligible.

2. Be employed in an eligible role:

  • Eligibility is determined based on “Staff Type” listed in DELLT for an individual
  • “Staff Type” in DELLT must be one of the following:
    • Teacher
    • Assistant Teacher
    • Associate Caregiver
    • Expanded Home Provider
    • Home Provider
    • Montessori Assistant Teacher
    • Montessori Teacher
  • The following are not eligible:
    • Directors
    • Lead Teachers in Pre-K Enhancement and Expansion Program (PKEEP) classrooms
    • Out of School Time program Group Leaders and Assistants
    • Aides and Substitutes
    • Teachers in District of Columbia Public Schools (DCPS) and public charter schools

Note: Child development facilities that participate in PKEEP are required to pay PKEEP teachers at parity with DCPS teachers. Therefore, PKEEP lead teachers are not eligible to participate in the pay equity program.

FY22 Payment Amounts

Payments will be determined based on the combination of staff type and full- or part-time status.

  • ECE I: Assistant Teacher, Associate Caregiver or Montessori Assistant Teacher
    • Full-Time: $10,000
    • Part-Time: $5,000
  • ECE 2: Teacher, Expanded Home Provider, Home Provider or Montessori Teacher
    • Full-Time: $14,000
    • Part-time: $7,000

How Eligibility and Payment Amounts Will Be Determined

Eligibility and payment amount will be based on an employee’s information in their employer’s official records in DELLT. Child development facility administrators can prepare for their staff to receive funds by making sure that staff records in DELLT are accurate and up to date. Recent updates to DELLT give facility administrators direct access to staff information in the provider profile section and streamline the process of updating staff records. On May 16, 2022, the person of record listed in DELLT for each licensed child development facility received a guide with detailed instructions on how to use these new functions to update staff information in DELLT. Administrators with questions or who require assistance updating information in DELLT should contact their assigned licensing specialist.
