High-Impact Tutoring Initiative: For Tutoring Service Providers

HIT Services Solicitation Announcement: The Office of Contracting & Procurement (OCP) is currently soliciting qualified high-impact tutoring (HIT) providers through the District’s procurement system to deliver HIT programs to DC students at eligible DCPS and public charter schools during the 2024-25 school year. OSSE is committed to providing students with access to HIT with a focus on students who are economically disadvantaged, and contracts with experienced HIT organizations are key to meeting that objective next year.

The HIT provider solicitation, Doc722514, was published in e-Sourcing on June 14, 2024, and responses are due by July 8, 2024. Visit the District’s solicitation portal to view the solicitation, no. Doc722514. Request an invitation to the solicitation by sending an email to William Proctor at [email protected] and Sayed Reshtya at [email protected]. Vendors must be properly registered to respond to solicitations and do business with the District. All questions about the solicitation should be routed through the e-Sourcing platform.

High-Impact Tutoring: Accelerating Student Learning by Expanding Opportunity describes the essential components of a strong HIT program and the commitment to continuous improvement that it takes to achieve the quality that students deserve.

Schools Eligible for OSSE-Funded HIT Supports
Refer to OSSE’s HIT Eligible School List to identify schools in DC that are considered eligible or priority schools for OSSE-funded HIT supports based on their percentage of at-risk students. Schools with 40% or more students who are at-risk are eligible for OSSE HIT supports. Schools with at least 70% of students designated as at-risk, or are designated as Comprehensive Support and Improvement (CSI) schools, are priority schools for the HIT Initiative.

HIT Strategic Program Supports Partner: CityTutor DC
CityTutor DC received a multi-year grant award from OSSE to provide strategic supports to schools and tutoring providers to expand access to high-quality HIT programs for students across the District. Among the many supports provided by CityTutor DC are the following opportunities, specifically available for OSSE-funded tutoring providers. If you are an OSSE-funded tutoring provider grantee and would like to learn more, please contact your OSSE point person.

  • Quarterly community of practice for HIT providers
  • Assistance with matching HIT providers with interested school partners

Free Math Tutoring Lessons
CityTutor DC partnered with OSSE, DC Public Schools, and experienced local educators to develop math tutoring lessons for third, fourth, fifth and sixth grade students to support the implementation of high-impact tutoring (HIT) across the District. These lessons are aligned to the Common Core State Standards (CCSS), are available at no cost, and are created for the growing pool of tutors who are not trained teachers or have limited math content knowledge. Math tutor curricula for seventh and eight grade is on the way!
