Applications Open for OSSE’s Vetted HIT Program List

The District of Columbia Office of the State Superintendent of Education (OSSE) is seeking applications from third-party tutoring providers to be eligible for inclusion on OSSE’s Vetted High-Impact Tutoring (HIT) Program List as part of the District's strategy to accelerate academic outcomes for DC students, with particular focus on students who are furthest from opportunity.

The Vetted HIT Program List identifies tutoring provider programs that have met OSSE's standards for evidence of effectiveness, program design quality, curricular approach, and implementation capacity.

OSSE will develop and maintain the Vetted HIT Program List to be used by local education agencies (LEAs) across the District to select tutoring partners for certain OSSE funding opportunities, including the Direct Investment in Students grant program, as is required by Section 1003A of the Elementary and Secondary Education Act of 1965 (ESEA), as amended. The Vetted HIT Program List can also support LEAs in evaluating and selecting tutoring programs supported by other funding sources.

To Apply: Providers must submit an OSSE Vetted HIT Program application to OSSE via email to the OSSE HIT Team at [email protected], [email protected], and [email protected] by 1 p.m. ET on July 20, 2026.

OSSE’s High-Impact Tutoring (HIT) Initiative funds tutoring programs at schools. Use the resources below to support your organization’s HIT programming.

HIT Guide
This guide describes seven evidence-based standards that make up the District’s definition of HIT and establishes a quality benchmark for all HIT programs serving DC students.

Schools Eligible for OSSE-Funded HIT Supports
This spreadsheet identifies all schools in DC that are eligible for OSSE-funded HIT supports based on their listed percentage of economically disadvantaged students or school improvement status.

Free Math Tutoring Lessons
CityTutor DC partnered with OSSE, DC Public Schools, and experienced local educators to develop math tutoring lessons for third to eighth grade students to support the implementation of high-impact tutoring across the District. These lessons are aligned to the Common Core State Standards (CCSS), are available at no cost, and are created for the growing pool of tutors who are not trained teachers or have limited math content knowledge.

CitySchools Collaborative (CSC) with deep expertise in catalyzing high-impact tutoring, improving well-being and accelerating academic performance for thousands of students. CSC serves as strategic partner for OSSE and provides a variety of HIT supports including technical assistance, monitoring, and sustainability planning.
