Adult Education and Family Literacy Act (AEFLA) Grant Competitions, Matching Funds, and Re-Grants

The Office of the State Superintendent of Education (OSSE) is the District of Columbia agency responsible for administering the Adult Education and Family Literacy Act (AEFLA) grant, a federal initiative authorized by the Adult Education and Family Literacy Act, Title II - Workforce Innovation and Opportunity Act (WIOA) of 2014 – Public Law 113-128. The AEFLA grant program is also supported with a match of local funds, as required by Title II, Section 222(b) of WIOA. 

OSSE will award, on a competitive basis, multi-year grants (minimum of three years) to eligible providers of demonstrated effectiveness for the purpose of developing, implementing and improving adult education within the District of Columbia.

OSSE has informed eligible providers who submitted a Notice of Intent to Apply Form that the OSSE Adult Education and Family Literacy Act (AEFLA) and Workforce Investment Council (WIC) Career Pathways Grant applications will be released in OSSE's Enterprise Grants Management System (EGMS) on Friday, March 31, 2017. The deadline for the submission of the OSSE AEFLA and WIC Career Pathways Grant application has been extended to Friday, May 5, 2017 at 3 p.m.

Awards will be announced in June 2017 for Program Year 2017-18 (July 1, 2017 – June 30, 2018).

Optional Pre-Application Conference

Eligible providers/applicants only need to attend one session as responses to questions from both sessions will be posted on OSSE's website.

Mandatory Notice of Intent to Apply

The Notice of Intent to Apply Form (Attachment A in the Appendices of the RFA) must be completed and submitted electronically by Friday, Feb. 24, 2017 at 3 p.m. to OSSE's Adult and Family Education at [email protected]. Eligible providers that do not submit the required Notice of Intent to Apply Form will not be eligible to apply for OSSE grant funds. Please indicate “Notice of Intent to Apply” and your agency’s name in the subject line of your email.

Questions Related to the AEFLA Grant Competition

OSSE has extending the period for submission of questions regarding the OSSE AEFLA and WIC Career Pathways Grant competition to Friday, April 14, 2017 at 3 p.m. Questions must be submitted in writing. Responses to the questions are posted weekly on OSSE's Adult and Family Education Grant Competitions, Matching Funds, and Re-Grants web page. The final posting of questions and responses on the OSSE website is Friday, April 21, 2017
