Healthy Schools Act School Health Profiles

Health profiles from District public and public charter schools are due February 17, 2015.

Under Section 602 of the Healthy Schools Act of 2010, each public school and public charter school within the District of Columbia is required to complete and submit the Healthy Schools Act (HSA) School Health Profile (SHP) to OSSE each year.

The HSA SHP is completed through Quickbase. Principals and the 2013-2014 HSA SHP Contact were provided access on November 13. Details may be found on the HSA SHP webpage.

OSSE Requests Nominations for Early Childhood Education Multi-State Study

OSSE is requesting nominations for early childhood education teachers, instructional coaches and master educators to participate in a multi-state standard setting panel to recommend a minimum passing score on the early childhood education licensure exam. The Educational Testing Service (ETS) will facilitate two multi-state standard setting panels for the early childhood education exam that will meet on February 9–10 and February 12–13, 2015 on the ETS campus in Princeton, NJ. ETS will issue a Professional Development Certificate to each standard setting participant, and will pay for travel, lodging and meals. Teacher nominees must have 3 to 10 years of experience and an early childhood education license from OSSE.

If you would like to nominate a teacher or coach/mentor to participate, please submit the nominee’s name, school, daytime contact number, and email address to Kadena Duncan-Lawrence no later than November 20, 2014. Self-nominations are acceptable.

Updated At-Risk Student Level Data in the State Longitudinal Education Database (SLED)

On November 5, 2014, OSSE released the updated at-risk student level data in the Statewide Longitudinal Education Data (SLED) System for Local Education Agency (LEA) leaders. In SLED, LEAs can view the data and print the certification form verifying its data. To print the at-risk certification form, please follow the steps below.

  1. Log into SLED
  2. Click on reports
  3. Click on the OSSE reporting tab
  4. At the bottom left of the screen, click on “At Risk Certification Form”

In addition, LEAs are able to view the Student Level data in the ​Uniform per Student Funding Formula (UPSFF) Enrollment roster in SLED. If you filter the ‘at-risk indicator’ field for ‘YES’, this will give :EAs all the students who are being counted in the certification. To verify the reason why that student was flagged as at-risk, please check the overage, homeless, direct certification, and ward of state fields. By 5 p.m. on November 19, 2014, LEAs should exercise one of the following actions;

If a LEA agrees with the data in the at-risk certification form:

  • Sign the at-risk certification form and email the form to [email protected] by November 19, 2014 at 5 p.m.

If a LEA disagrees with the data in the at-risk certification form:

  • Provides documentation that confirms student in question is an at-risk student by November 19, 2014, at 5 p.m.
  • OSSE’s Office of Enrollment & Residency will review all documentation received for final determination.

If LEA does nothing:

  • If LEA does not certify using the at-risk certification document by November 19, 2014, OSSE will record a passive certification.

Enterprise Grants Management System (EGMS) Reimbursement Request Training

OSSE is progressing with the development of the electronic reimbursement process through the Enterprise Grants Management System (EGMS). To learn more about the functionality of this feature, OSSE is providing training sessions throughout November. The following features will be demonstrated:

  • Submit reimbursement requests
  • Review reimbursements
  • Resubmit reimbursement requests
  • Receive payments

Important Reimbursement Reminder

Fiscal Year 2014

Funds must be claimed using the Excel Workbooks and submission to PTS. Claims can be submitted up until November 15, 2014, for expenses obligated through September 30, 2014.

Fiscal Year 2015

Funds must be claimed through the Reimbursement Request in EGMS starting with expenses obligated October 1, 2014. This process is now available for all approved grant applications in EGMS. This means your application must be in the final approved status in EGMS.

Early Learning Foundations Day 1: Social Emotional Foundations Of Early Learning (Birth Through Pre-K)

This training gleans content from the Center on the Social Foundations of Early Learning (CSEFEL) infant, toddler, and Pre-k training modules. Participants will engage in hands-on activities, small and large group activities which illustrate the importance of positive social emotional climates for children from birth through age 5.

Early Learning Foundations Day 2: Adult and Pediatric First Aid/CPR and Preventing Blood-borne Pathogens

Would you know what to do in a cardiac, breathing or first aid emergency in your home, center or school? The right answer could help you save a life. With an emphasis on hands-on learning, the First Aid/CPR/AED courses give you the skills to save a life as well as a short course in the prevention of blood-borne pathogens. Successful participants will receive First Aid/CPR Certification.

Early Learning Foundations Day 3 (Morning): DC Common Core Early Learning Standards

This highly interactive training will provide participants with an understanding of the fundamentals of the District of Columbia Common Core Early Learning Standards (DC CCELS) in order to use the standards to build a foundation for high quality care and education for all children from birth to pre-kindergarten. The training will use group discussions, hands-on activities, and video clips to allow participants to explore the components and structure of the DC CCELS and develop an understanding of the beginning stages of effective implementation.

Early Learning Foundations Day 3 (Afternoon): Fostering Competence in the Approach to Children with Developmental Delays and Identified Disabilities

Professionals attending will learn about experiences and daily challenges when young children with diverse backgrounds and abilities are present in their programs. This interactive session will include an overview of systems, referrals, solutions, and best practice for inclusive early education.

Nonpublic SEDS Point of Contact (NP POC) Quarterly Support Webinar Series

During the school year, OSSE’s Division of Specialized Education hosts a quarterly webinar support series for all Nonpublic SEDS Point of Contacts (NP POCs). The quarterly webinars for School Year 2014-2015 will take place on December 10, March 25 and May 27. Each webinar will discuss various topics, including:

  • SEDS updates and alerts
  • The release of new OSSE special education policies
  • OSSE Support Tool updates
  • Data quality, including enrollment, records transfers, compliance reports, etc.
  • Training tips
  • Resources and announcements

All NP POCs should plan to register and participate in all quarterly webinars. All webinars are recorded and archived on the SEDS Resource Site. Please ensure the NP POC participates in this webinar by sharing the link below:

Be the Future – TASH Annual Conference

My School DC EdFest (DC Citywide Public School Fair)

Come to EdFEST and explore the city’s many public school options (PK3-12) for your child. Representatives from more than 150 DC public schools (DCPS) and DC public charter schools will showcase their programs. This is the perfect opportunity to ask questions about school and related services and programs, including special education and services for English Language Learners (ELLs), and to be introduced to the culture of a school by those who know first-hand. EdFEST also will have recreational activities for all so bring the whole family.

With the launch of the My School DC application on December 15, 2014, EdFEST is a timely event to help you make informed school selections for the School Year 2015-2016 common lottery.

LEA Focus Group - DCMR Title 5-E, Chapter 30: Special Education Review Schedule

An LEA focus group is scheduled to take place on Monday, December 8, 2014, 3 p.m.–4:30 p.m. on Title 5-E, Chapter 30 of the District of Columbia Municipal Regulations (DCMR), the local regulation that governs special education practice in DC.

The focus group will take place at OSSE, 810 First Street Northeast, Eighth Floor, Room 806, Washington, DC 20002. Please RSVP here by December 5, 2014.
