Program Evaluation
The 21st Century Community Learning Centers (21CCLC) federal program (Title IV, Part B) provides expanded learning opportunities for participating children in a supervised, safe environment through grants to local education agencies (LEAs) and community-based organizations. Under federal guidelines, such centers are entities that assist students in meeting state and local academic achievement standards through a wide range of academic and personal enrichment activities during non-school hours.
The District of Columbia is required to complete a citywide evaluation periodically. The evaluation is completed by an external evaluator. The citywide evaluations are submitted to USED and posted on OSSE’s 21CCLC webpage for the public.
In February 2013, the Office of the State Superintendent of Education (OSSE) secured comprehensive evaluation services from Align Education, LLC to assess the impacts of the federal grant program in the District of Columbia. The 2013 21CCLC External Evaluation Report includes evaluation results of the 21CCLC program from 2007 to 2012.
Monitoring
OSSE’s staff conducts site visits and monitors 21CCLC subgrantees using DC 21CCLC Subgrantee On-Site Monitoring Tool. Subgrantees are required to collect data for federal reporting. Each subgrantee is required to submit quarterly reports as well as a yearly evaluation conducted by an external evaluator.
