IDEA Grants: Application & Funding

The Office of the State Superintendent of Education (OSSE) provides Individuals with Disabilities Education Act (IDEA) grant funding to local education agencies (LEAs) to support the needs of students with disabilities. OSSE currently administers $20,679,917.00 in IDEA funding to 68 local education agencies (LEA) grantees in the District of Columbia.

IDEA Part B Grants

IDEA applications include two phases. Phase I requires assurances and a comparison of each LEA’s proposed local special education budget from the application year and the prior year. Phase II includes program and budget information. Both phases are completed in the Enterprise Grants Management System (EGMS). Completed Phase II applications will be reviewed on a rolling basis and must be approved for LEAs to access funds.

For guidance on the IDEA application, please view IDEA Application Questions and Answers. For details on allocations, view the state-level allocation policy for IDEA.

American Rescue Plan Act – Individuals with Disabilities Education Act Grants

OSSE has received supplemental IDEA Section 611 and Section 619 funds as part of the American Rescue Plan (ARP-IDEA). LEAs are expected to use these funds to supports students with disabilities as schools reopen and continue the work of recovery over the next few school years.

The award period for ARP IDEA grants is July 1, 2021-Sept. 30, 2023. The distribution of these supplemental funds is based on the same formula and subject to the same requirements as your IDEA grant. ARP-IDEA funds must be tracked separately from regular IDEA funds.
