Continuous Education Plans (CEPs)
Local education agencies (LEAs) that receive Elementary and Secondary School Emergency Relief-American Rescue Plan Act (ESSER III-ARP) funds are required to make publicly available on their website a plan that addresses how the LEA will ensure the safe return to in-person instruction and continuity of services and a plan for how the LEA intends to use ESSER III-ARP funds.
These requirements were initially met through LEAs 2020-2021 school year Continuous Education Plans (CEPs) on file with OSSE alongside the CEPs that LEAs submitted for the 2021-2022 and 2022-23 school years.
In addition to submitting a CEP to OSSE annually at the start of each school year, LEAs must also update their CEPs every six months, at a minimum, between the date of publication and Sept. 30. The six-month update mark each year is in February and LEAs report these updates to OSSE through their ESSER III-ARP application.
In summer 2023, for the 2023-24 school year, OSSE is only requiring LEAs that receive ESSER III-ARP funds to update their 2022-23 CEPs. Updates are to be made to plans that LEAs most recently updated in February 2023.
The following 48 LEAs were required to submit their CEP updates to OSSE for the 2023-24 school year by Aug. 31, 2023. These updates were not submitted for OSSE approval; OSSE only confirmed that plans received public input and were updated as needed, in compliance with ESSER III-ARP requirements.
As updates are submitted to OSSE in August, this webpage will be updated to reflect the status of their submissions. Contact the respective LEA to find their posted 2023-24 CEP updates.
