Pursuant to the Individuals with Disabilities Education Act (IDEA), the State Complaints Office of the Office of the State Superintendent of Education (OSSE) administers the state complaint dispute resolution process. Within 60 days after the complaint is filed, the state must issue a written letter of decision (LOD) that addresses each allegation in the complaint and contains findings of fact and conclusions and the reasons for the state education agency’s (SEA's) final decision. OSSE will proactively disclose LODs through the agency website in order to promote transparency of information to stakeholders. Proactive LOD disclosure will be conducted according to the process described in the guidelines.
