The Child Care and Development Block Grant Act of 2014 (CCDBG Act) is the federal law that authorizes and governs the federal child care subsidy program known as the Child Care and Development Fund (CCDF). The Administration for Children and Families (ACF) in the US Department of Health and Human Services provides funds to states, territories, and tribes to administer the CCDF. CCDF funding enables families with low incomes to work or pursue education and training so that they may better support their families while at the same time promoting the learning and development of children. The CCDBG Act requires states to submit a detailed state plan every three years that explains how the state will use their CCDF dollars. In the District of Columbia, the Office of the State Superintendent of Education (OSSE) is responsible for developing and implementing the CCDF Plan.
