DC’s State Education Plan establishes a new school accountability system, the STAR Framework, which will be used by both charter and DCPS schools. OSSE will officially run the new accountability system and publicly release school report cards in Fall 2018.

In order to successfully run the new accountability system, detailed business rules must be defined for the overall accountability framework as well as for each of the 16 measures that make up the accountability system. OSSE staff have been working on finalizing those business rules and incorporating the feedback received during the State Education Plan public comment period.

OSSE is dedicated to full transparency of the accountability system as well as working collaboratively with LEAs and external partners. Before releasing the final detailed business rules for the new accountability system, OSSE will host a series of Accountability System Meetings for LEAs to present the business rules for the overall accountability framework and for each of the 16 measures that make up the accountability system. These meetings will be open to all LEAs and will be an opportunity to provide feedback on the business rules. OSSE will use the feedback as input for finalizing the rules to be posted in a technical business rule document.

The Accountability System Meetings were held between June 14 and July 28, 2017. Each meeting lasted 2-3 hours and covered multiple measures within the accountability system. Materials for each meeting were distributed at least two business days prior to each meeting and posted below. LEAs provided feedback during each meeting, and OSSE will had an “open period” of three business days after each meeting during which LEAs continued to provide feedback on the topics presented at the meeting. Five business days after each meeting, OSSE posted a consolidated version of all feedback provided on the meeting topics.

The table below contains the materials, notes, and topics for each Accountability System Meeting, and a summary of feedback received by LEAs and OSSE’s responses. Meetings were are for LEA Leaders or their data managers and will were be technical in nature.
