DC Interagency Coordinating Council

The Individuals with Disabilities Education Act (IDEA) requires each state participating in IDEA Part C early intervention services to establish an Interagency Coordinating Council (ICC). DC’s ICC assists the Mayor and Office of the State Superintendent of Education (OSSE) to develop a District-wide, comprehensive, interagency and family-centered network to inform the District’s early intervention services for infants and toddlers with developmental delays and disabilities.

The DC ICC provides advice and assistance including:

  • Identifying fiscal and other supports for early intervention programs;
  • Promoting collaboration among agencies to support Child Find, monitoring, financial responsibility and early intervention services;
  • Transitioning toddlers with disabilities to preschool and other appropriate services; and
  • Preparing and submitting an annual report on the status of early intervention programs for infants and toddlers with disabilities and their families.
