Operations Specialist - Department of Student Transportation

This position is located in the Office of The State Superintendent of Education (OSSE) Division of Student Transportation (DOT). The OSSE Division of Student Transportation provides operations, planning, design, and transportation services of DCPS, charter, and non-public students, school and associated facilities.  The primary goal of the OSSE DOT is to provide safe, reliable, and efficient transportation services that positively support learning opportunities for eligible students from the District of Columbia.  

This incumbent is responsible for managing assigned projects issued through OSSE DOT operations and HR (e.g. terminal operations, compliance, training & development, administrative operations, terminal communications and employee reporting). The Operations Specialist provides a variety of supportive services as directed by the Terminal Managers, Deputy Terminal Managers or Supervisory Terminal Specialist Managers.  

Specific functions:  

Prepares periodic reports, right-ups, student inserts, attendance reports, route logs, extracurricular reports, non-rider reports, CDL/DOT expiring reports, CPR/FA expiring reports, and additional reports as requested by the administration. Maintains administrative or personnel files for terminal. Attends terminal manager meetings, disseminates the meeting minutes, and uploads to the T:/Drive. Oversees and provides guidance to training coordinators. Coordinates training sessions. Arranges delivery of important documents or packages. 

Assigns vehicles to staff for on-road assignments. Assists with dispatching routes. Inputs and processes leave slips, route issues into QuickBase and updates schedules. Reviews compliance credentials. Issues CDL compliance notifications for credentialing and DOT appointments. Issues uniform vouchers to terminal staff. Completes and ensures the dispatch log is completed by designated deadlines. Manages the trip tickets process (pre-trip & post-trip). Tracks and monitors route assignment discrepancies. Performs inspections on route slips every 30 minutes to ensure timely dispatch. 

Key Qualifications: 

Must possess at least one (1) year of specialized experience equivalent to the grade level below. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. 

Specialized Experience: Examples of specialized experience can include, but not limited to proficiency in Microsoft Office Suite. Organization skills to take on projects, meet deadlines, facilitate reports, and coordinate office communication. Knowledge and applications of automated systems like QuickBase. 

Ability to communicate professionalism orally and in writing. Maintains efficiency in administrative operations. Possesses analytical ability to research and strong attention to detail. Ability to problem-solving and resolve problems in a timely manner. Skilled in gathering, analyzing, developing information and alternative solutions. 

Preferred Qualifications: Knowledge of DOT policies, procedures, and transportation operations.
