M&I PLC Summary
OSSE offers the M&I PLC annually. The M&I PLC is an intensive, yearlong experience designed to support and empower a cross-LEA community of instructional leaders working to improve in-house new teacher development systems in their LEAs. The PLC has a project-based learning structure, where participants build portfolio products they authentically “put to work” in their organizations. Topics covered include: program content, programmatic structures and continuous improvement strategy. Why M&I PLC? Why now?
Research demonstrates that support for teachers in early years of their career is pivotal. It is a time of promise for teachers - with great potential for growth in effectiveness (TNTP, 2013). It is also a time of challenge, when teachers provide relatively lesser contributions to student growth as compared to more experienced teaching peers (Kini & Podolsky, 2016). In this context of growth and challenge, organizations face the reality of potential turnover.
Educators are the District of Columbia’s greatest strength. In the District of Columbia, 29 percent of teachers had three or fewer years of experience as of the 2021-22 school year (OSSE Faculty and Staff Data Collection). The development of early career teachers in DC thus presents powerful potential for improving student learning. A body of qualitative and quantitative research on new teacher development systems – covering topics such as program development, professional learning, coaching, organizational change, implementation and impact – finds promising potential and provides a plethora of insights (see, e.g., AIR, 2019, Kraft et al., 2018; Moir et al., 2009; Davis, 2014; Bryk et al., 2015). In this context, OSSE’s M&I PLC aims to empower a community of DC instructional leaders to build or improve new teacher development system systems within their organizations, triangulating lessons learned from theory, practice, data and research.
