Management Analyst (QIN)

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. 

OSSE’s, Division of Early Learning (DEL) provides leadership and coordination for the District of Columbia’s (District) early care and education system to ensure all District children, from birth to kindergarten entrance, have access to high-quality early child development and education programs and are well prepared for school. 

This position is located in the Quality Initiatives Unit, and supports the Quality Improvement Network (QIN), Early Head Start-Child Care Partnership Program (EHS-CCP). The QIN is a citywide effort to build capacity, increase access and enhance the quality of infant and toddler care in the District. The incumbent is responsible for supporting the planning, implementation, monitoring and evaluation of the QIN. The incumbent will work with key stakeholders, both internal and external to ensure the program meets the Head Start Program Performance Standards, federal and local program requirements and the EHS-CCP grant requirements. The incumbent will serve as a subject matter expert on Early Head Start and the EHS-CCP, responding to internal and external requests for information and providing general technical assistance, advice and guidance on the QIN. 

Specific functions of the Management Analyst include:

  • Use quantitative and qualitative data to develop and execute federal and local reporting requirements.
  • Analyze data to identify successes, trends and suggest recommendations for improvement.
  • Compile, analyze, monitor and manage all QIN program related data.
  • Support QIN program related meetings.

Key qualifications for the role include:

  • Experience with quantitative and qualitative data analysis.
  • Professional experience with manipulating and extracting data for dashboards, visualization and reports.

Our ideal candidate will also have:

  • 3+ years of experience.
  • Experience with advanced Microsoft Excel functions, including the use of pivot tables, formulas and linked tables.
