Management Analyst - Postsecondary and Career Education

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all D.C. residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. 

Our division, Postsecondary and Career Education (PCE), is uniquely positioned to support key transitions across a wide spectrum of learners – from eager middle schoolers to resourceful adults. Along with our partners, we are honored to be part of our learners’ high school choices, college visits, job placements, and many other meaningful moments in between. 

We are looking for a Management Analyst to join the policy and planning team in PCE. The purpose of this position is to serve as a policy analyst and manager of data projects involving data collection, analysis and reporting.  This person should enjoy analyzing data and identifying trends.  This person should also have experience reviewing and drafting complex policies, ideally through the lens of education. The incumbent will report directly to the Director of Policy and Planning and may work directly with the Assistant Superintendent for Postsecondary and Career Education. 

Specific functions of the Management Analyst include: 

  • Analyzing educational data including large internal datasets and public data from numerous sources  
  • Manages projects that support the overall work of the Postsecondary & Career Education division 
  • Researching best practices of other states and cities to generate ideas and discussion for improving college readiness and completion in D.C.   
  • Drafting policies and regulations for division, agency, intergovernmental review 
  • Assisting in the creation of data dashboards and surveys  
  • Assists program staff in program development, improvement, and evaluation 
  • Conducts research, interprets data analysis, and writes policy summaries and prepares presentations for self and others 
  • Assists with grant writing and/or reading 
  • Prepares written materials for public hearings and requests from D.C. Council 
  • Works with internal communications team to develop public resources 
  • Facilitate and attend PCE and cross-OSSE meetings, as needed. 

Key qualifications for the role include: 

  • Ability to synthesize large amounts of qualitative and quantitative information to uncover trends, analyze root causes and act strategically to recommend results 
  • Experience in preparing and presenting recommendations and solutions’ regarding complex issues based on analysis and evaluation is needed. 
  • Strong project management and organization kills 
  • Excellent written and verbal communication and collaboration skills 
  • [Preferred]Possession of a Bachelor’s degree in a relevant field (e.g., education, political science, public administration, public policy) and 5+ years of work experience in these areas.  

 The incumbent will report directly to the Director of Policy and Planning and may work directly with the Assistant Superintendent for Postsecondary and Career Education.
