The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The mission of the Division of Early Learning (DEL) is to provide leadership and coordination to ensure that all District of Columbia children, from birth to kindergarten entrance, have access to high quality early childhood development programs and are well prepared for school.
The Management Analyst will be responsible for supporting OSSE's DEL Licensing and Quality Team in auditing licensing and compliance internal systems, review and investigating unusual incident reports submitted by licensed child development facilities. intake management ensuring compliance with. They will work with the program managers or designee to improve the quality of internal licensing and compliance systems, ensure compliance with policies and standard operating procedures, and prepare data reports of audit findings for managers’ and director’s review.
Specific functions of the Management Analyst include:
- Conduct licensing and compliance audits of internal systems, prepare audit findings, write audit reports, and develop recommendations.
- Design, implement, and maintain internal audit procedures and processes.
- Compiles data and reports from the licensing system
- Manages develops bi-weekly, monthly, and quarterly data reports
- Support the review and investigation of unusual incident reports (UIRs) received from child care providers
- Follow up on outstanding documents needed for closure of unusual incident reports.
- Supports intake of complaints received from the child care complaint hotline {e.g. email, phone, Child & Family Services Agency (CFSA)}.
- Collaborate with child development facilities and internal staff
Key qualifications for the role include:
- Detailed oriented with the ability to digitally collect, and organize files
- Research, organize, track and prepared detailed monthly reports
- Excellent written and oral communication skills
- Excellent ability to use Microsoft Office (specifically Excel)
- Excellent problem solving, planning and strategic thinking skills
- Demonstrate the ability to evaluate current operational procedures and make recommendations to system improvement
