The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The mission of the Division of Early Learning (DEL) is to provide leadership and coordination to ensure that all District of Columbia children, from birth to kindergarten entrance, have access to high quality early childhood development programs and are well prepared for school.
The Management Analyst (licensing) will be responsible for supporting OSSE's DEL licensing unit with the day-to-day coordination of child care licensing and inspections processes, reviews applications and documents submitted by providers and applicants, manages the scheduling and timelines for inspections, and compiles data and reports for the licensing unit. They will provide technical assistance to providers as needed. They will work with the program mangers or designee to streamline and improve the child care licensing processes, develop, and enhance standard operating procedures, and prepare documents, templates and reports for manager's and director's review.
Specific functions of the Management Analyst include:
- Reviews applications for licenses and assists providers and applicants to submit complete applications for licenses with required documents.
- Provides technical assistance to childcare providers on licensing and inspection requirements.
- Consults with prospective applicants for childcare licenses on application requirements.
- Supports request for provider access and provider-reported issues related to the childcare licensing database system.
- Compiles stakeholder input on revisions to the licensing regulations
- Drafts policies and procedures and updates to existing policies for manager and director’s review
- Develops and revises forms and templates for licensing unit
- Develops and maintains systems for conducting in-depth reviews of inspections reports for completeness prior to submission for management review and approval.
- Maintains the units' inspections calendar and monitors timelines for data entry, reporting and licensing.
- Compiles data and report from the licensing system, manages monthly reports and follows up on outstanding documents needed to complete inspections and licenses.
- Collaborates with licensing and compliance team members to support unit goals.
- Assist other divisions with licensing related inquiries.
Key qualifications for the role include:
- Applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. This experience includes but is not limited to grants management, data management, analyzing and evaluating statistical data.
