The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The Operations Management Analyst works closely with the Director of Strategic Operations and the Assistant Superintendent of Health and Wellness to execute and improve operations related to strategic priorities, division grants management, and financial management. The Operations Management Analyst performs a wide range of activities which include developing and managing strategic plans, defining current and future administrative, financial, and management environments, and establishing metrics to measure and evaluate systems performance with the Office of the State Superintendent of Education (OSSE) Division of Health and Wellness (HW).
Specific functions of the HW Operations Management Analyst include:
- Initiates assessment, planning, and implementation of process changes in HW and those requiring joint action with other OSSE divisions or agencies in the District. Supports process initiatives by making business case, which requires performing rigorous administrative, policy, financial, and/or management analyses and valuation of the effectiveness of the program operations in meeting established goals and objectives.
- Supports division leadership with a range of policy, financial and management functions including preparation for hearings, briefings to division and agency leadership, and process improvement.
- Conducts fact-finding, documentation of facts and analysis of existing programs and their performance to identify current problems and enhancement opportunities and makes recommendations to remedy these problems to division leadership.
- Vendor management: serves as a contract administrator and leads key procurement activities. Performs monthly reconciliations and oversees payment processing.
- Identify and assess funding opportunities, both federal and non-federal, which may be of interest to the OSSE.
Key qualifications for the role include:
- Comprehensive knowledge of system analysis concepts and techniques, structured analysis principles, administrative and financial management processes, life cycle management, cost-benefit analysis, and internet technologies to evaluate the feasibility of proposed new systems.
- Ability to plan, develop, and conduct management studies and reports to considerable scope, complexity, and significance.
- Skills in effectively presenting information, findings, and recommendations in written and oral form. Ability to analyze, summarize, and report on quantitative and qualitative data.
Our ideal candidate will also have:
- Graduation from an accredited four-year college or university with a relevant bachelor's degree and at least four (4) years of relevant work experience.
- Paid work experience in the area(s) of public health policy, school health policy, school and/or educational management operations.
