The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

The division leverages programming, partnerships, policy, and data to remove health barriers to learning so that people of all ages and backgrounds are prepared to succeed in school and in life.
The Management Analyst position within the Policy, Planning, and Strategic Initiatives (PPSI) team will be responsible for overseeing the DC allergy management and emergency medication portfolio, leading research efforts regarding an alternative approach to the Health and Physical Education Assessment and supporting the rollout of internal data management and data literacy trainings and best practices within the Division of Health and Wellness.
The job tasks will include policy interpretation and research; monitoring school compliance with local health laws and regulations; data analysis; technical assistance, training, and/or coaching school staff and leaders on existing data/laws/regulations/policies; authoring and rollout of internal resources and consultation practices aimed to increase data literacy and data management best practices.
Specific functions of the Education Research Analyst include:
- Allergy Management Portfolio: Procurement, Training, and Policy Review
- Secure annual standing order of Epi-Pens; track orders and stock; proactively order expiring replacements throughout year; work with DCPS on annual mass order and distribution plan.
- Train school staff in the identification, response, administration of Epinephrine, and incident reporting; train Epinephrine liaisons in storage, monthly inspection, incident reporting, and working with school leaders and nurses; track and issue certifications for staff that complete the training.
- Collect and review annual emergency epinephrine plans from schools. Provide guidance and support for improvements.
- Review incident reports, provide guidance, contact physician who provided the standing order, and immediately order replenishments following use of epinephrine.
- Partner with the DC Department of Health on general emergency medication management and training in schools.
- Collaborate with local health and research partners on promoting effective strategies for reducing risks of anaphylaxis in schools, educating school staff, students, and families on safe allergy management practices, and staying up-to-date on the latest guidance from public health authorities regarding allergy management.
- Data and Strategic Initiatives Consultation
- Establish standard Division staff onboarding trainings and resources to ensure all newly hired HW staff are aware of processes and best practices such as data request submission, data storage, data sharing
- Support the creation and rollout of resources for all HW staff to ensure data-driven decision making and logic model creation, consistent KPI tracking
- Provide data pulls and basic data analysis upon request
- Create suite of presentation materials to capture key Division data; promote this suite of resources among internal OSSE staff to increase awareness of Health and Wellness data among school leaders
- Health Assessment Planning
- Lead research and planning efforts aimed to reduce assessment burden for OSSE and LEAs by based on findings from how other cities or states have approached collecting students’ performance to health and physical education standards to consider alternate approaches
Key qualifications for the role include:
- Ability to synthesize large amounts of qualitative and quantitative information to uncover trends, analyze root causes and act strategically to recommend results
- Experience in preparing and presenting recommendations and solutions’ regarding complex issues based on analysis and evaluation is needed.
- Strong project management and organizational skills
- Skills in effectively presenting information, findings, and recommendations in written and oral form are highly recommended for this position
- Demonstrated ability to research, analyze, summarize, and effectively communicate health and/or education policies
- Demonstrated skill in writing and editing memos, communications, policy documents, resources, and reports clearly and concisely
- Demonstrated interpersonal and verbal communication skills to effectively and tactfully communicate factual and procedural information with diverse audiences, such as school leaders, community partners, and agency leadership
- Ability to work independently as well as be a valuable contributor to team efforts.
- Demonstrated ability to organize a high volume of work, managing time effectively to meet deadlines and balance priorities
