The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. There are five teams within OSSE Human Resources (HR); Recruitment, Employee Relations, Payroll, Employee Experience, and Compliance. The Recruitment team is seeking a dynamic and motivated Human Resource Specialist to join their team and help support OSSE’s mission and vision.
The Human Resources Specialist (Recruiter) serves as liaison between the agency and the D. C. Department of Human Resources, and as the initial HR point of contact for the agency. The Recruiter is responsible for providing a full range of recruitment assistance, guidance, and advisory services to managerial, supervisory and non-supervisory staff. Resolving human resource and administrative issues/problems. Identifying and maintain maintains ongoing recruitment sources including, but not limited to, community relationships, job fairs, college recruiting, networking with community and professional based organizations, and print media.
Specific functions include:
- Serving as a point of contact for the recruiting needs of the assigned division within OSSE.
- Performing a wide range of functions such as position management; developing staffing plans/strategies and the recruitment and selection of employees.
- Preparing position vacancy announcements in alignment with the position description and in collaboration with the manager, supervisor, or other senior level staff.
- Interpreting, analyzing, and applying qualification standards, interviewing guidelines, position requirements, job analysis and evaluation plans.
- Ensuring all personnel documents have proper supporting documents, codes, series, grade, and position control numbers.
- Monitoring management and administrative aspects of the personnel administration program that ensures the flow of documents.
- Ensuring all personnel documents have proper supporting documents, codes, series, grade, and position control number prior to affixing signature.
- Assisting with new hire onboarding, agency orientation, all recruitment activities including job fairs.
- Reviewing personnel actions for accuracy, completeness and compliance with personnel policies and procedures.
- Attending regularly scheduled and special staff meetings to discuss plans, share problems of mutual concern and to communicate OSSE policy guidance or administrative changes to managers.
- Responding in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District agencies.
Key qualifications for the role include:
- Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
- Bachelor’s degree is preferred, but not required.
- PHR Certification preferred, but not required.
