Human Resources Specialist (Payroll) (CS-11)

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. There are five teams within OSSE Human Resources (HR); Recruitment, Employee Relations, Payroll, Employee Experience, and Compliance. The payroll team is seeking a dynamic and motivated Human Resource Specialist to join their team and help support OSSE’s mission and vision.   

The Human Resources Specialist (Payroll Specialist) serves as liaison between the agency and the D. C. Department of Human Resources, and as the initial HR point of contact for the agency regarding payroll-related matters. The Payroll Specialist provides substantive and specialized support to the Human Resources Office by carrying out functions related to personnel issues, policies, and procedures. 

Specific functions include: 

  • Reviewing timesheets in timekeeping system for accuracy, completeness, etc.  
  • Ensuring employee submission of payroll-related leave requests, personnel action, etc.  
  • Auditing reports for accuracy and compliance and completing payroll reconciliation.  
  • Maintaining effective control over the status and whereabouts of personnel actions submitted through proper channels for various stages of processing making sure that they reach DCHR in a timely manner for final processing.  
  • Ensuring requests for personnel actions are tracked appropriately to include aiding with the maintenance of various HR reports and job aids.  
  • Researching, compiling, and organizing information and data to prepare periodic statistics and recurring personnel action status reports. 
  • Administering a variety of materials in connection with the processing of personnel actions, routine replies to inquiries, and administrative matters managed by the HR department.  
  • Implementing new or revised policies and procedures designed to improve the effectiveness of the way personnel services are provided to the agency.  
  • Continuously researches pertinent personnel administration rules, regulations, and procedures (District and Federal), disseminating information on new or revised administrative policies to other members of the team and the HR Director.  
  • Supporting efforts related to the administration of personnel actions originating within the office, ensuring that they are following established guidelines. 

Key qualifications for the role include:  

  • Experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.  
  • Experience in several of the functional program areas of Human Resources (e.g., payroll and HRIS), high volume (1500+), and fast paced environments is highly desired.
