The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. There are five teams within OSSE Human Resources (HR); Recruitment, Employee Relations, Payroll, Employee Experience, and Compliance. The employee experience team is seeking a dynamic and motivated Human Resource Specialist to join their team and help support OSSE’s mission and vision.
The Human Resources Specialist (EE-Training Specialist) Specialist serves as liaison between the agency and the D. C. Department of Human Resources and as the initial HR point of contact for training-related matters for the agency. The EE-Training Specialist is responsible for: providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory and non-supervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership. The Training Specialist’s responsibilities include, but is not limited to creation, development, review, and delivery of agency trainings. The EE-Training Specialist will be responsible for record management and other additional human resource matters.
Specific functions include:
- Serving as the point of contact for all agency and District Government trainings and assists with the overseeing of training compliance as required by OSSE and D.C. Department of Human Resources.
- Conducting in-house orientation of new employee as it relates to the policies and procedures outlined for the agency.
- Designing and developing skills enhancement trainings for employee development.
- Creating training presentations and materials and conducts training sessions.
- Making recommendations on the training programs.
- Assessing training effectiveness through surveys, needs assessments and various evaluative methods.
- Analyzing and evaluating administrative procedures, functions, controls, and systems for OSSE.
- Auditing employee training records.
- Troubleshooting technical issues, computer application related to employee training enrollment.
- Assisting with the development of various forms, statistical reports, and narrative reports requested by agency management and DCHR.
- Responding, in writing or verbally, to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies.
- Attending meetings and participating, as needed, by making presentations and providing background information.
- Identifying, analyzing, and evaluating problems to improve organizational structure, which includes developing and presenting recommendations and options to avoid or resolve problems.
- Travel to various agency locations for training delivery.
Key qualifications for the role include:
- Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
- Bachelor’s degree is preferred, but not required.
- Experience with database management is preferred, but not required.
