The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. There are five teams within OSSE Human Resources (HR); Recruitment, Employee Relations, Payroll, Employee Experience, and Compliance. The compliance team is seeking a dynamic and motivated Human Resource Specialist to join their team and help support OSSE’s mission and vision.
The Human Resources Specialist (Compliance Specialist) serves as liaison between the agency and the D.C. Department of Human Resources. The Compliance Specialist is the initial HR point of contact for the agency for all compliance-related inquires. The Compliance Specialist work involves providing guidance to staff on local and federal regulations. Providing recommendation/guidance regarding compliance related matters including, but not limited to onsite services for random drug screening and scheduled background checks.
Specific functions include:
- Serves as the point of contact for post-accident/ incident responses, coordinating compliance trainings, and overseeing pre-employment requirements are completed as required by OSSE and D.C. Department of Human Resources.
- Analyzing and evaluating administrative procedures, functions, controls, and systems for OSSE.
- Researching, interpreting, and applying various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters and administrative issues/problems.
- Assisting with the development of various forms, statistical reports, and narrative reports requested by agency management and DCHR.
- Serving as a Subject Matter Expert (SME) and educates agency leadership on regulations, policies, notices, issuances, reasonable suspicion, drug and alcohol policy, etc.
- Maintaining and updating various compliance databases including, but not limited to employee credential, licensures, pre-employment checks, background checks & drug screens thus ensuring 100% compliance.
- Reviewing and updating random drug screenings, return to duty and personnel screenings for the agency.
- Facilitating agency compliance orientation for new agency employees as it relates to the policies and procedures outlined for the agency.
- Responding, in writing or verbally, to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies.
- Attending meetings and participating, as needed, by making presentations and providing background information.
- Identifying, analyzing, and evaluating problems to improve organizational structure, which includes developing and presenting recommendations and options to avoid or resolve problems.
- Supporting the standardization of operating procedures.
- Travel to various agency locations for employee testing.
- Maintain a current Certified Professional Collector (CPC) certification.
Key qualifications for the role include:
- Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
- Bachelor’s degree is preferred, but not required.
- Experience with database management is preferred, but not required.
