High-Impact Tutoring Program Manager

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. 

OSSE’s High-Impact Tutoring (HIT) Initiative 

OSSE will lead a multi-year, major $40 million investment in scaling and supporting high-impact tutoring across the District, with a particular focus on at-risk students and other students who have experienced disrupted instruction during the COVID-19 pandemic. This investment is a core part of the city’s recovery strategy, given the strong body of evidence demonstrating the effectiveness of high-impact tutoring as an intervention that can produce dramatic gains in student learning. Through this investment, OSSE strives to accelerate learning for these students over the next three years. 

The Role  

OSSE is seeking a strategic and forward-thinking professional to drive the strategy and implementation for the HIT initiative. The High-Impact Tutoring (HIT) Program Manager will be responsible for overseeing several multi-year grants to support implementation of this initiative as well as the management of multiple partnerships. This lead a team of three, liaise with a diverse group of external and internal stakeholders and oversee the initiative’s budget management, sustainability strategy, as well as a robust evaluation of the tutoring programs. The position is located in the Office of the Chief of Staff (COS) and will report to the Senior Advisor for Recovery. It is funded through the Elementary and Secondary School Emergency Relief (ESSER) Fund as part of relief provided to states to combat the COVID-19 pandemic. The funds and the position are available until September 30, 2024. 

DUTIES AND RESPONSIBILITIES 

Team, Program, & Partner Leadership 

  • Oversee a team of three, providing supportive management and establishing team structures and routines that facilitate continuous improvement and growth  
  • Partner with key stakeholders within OSSE and DME to develop and oversee the District’s strategy for scaling and sustaining high-impact tutoring across our public schools, with a focus on those serving large populations of economically disadvantaged students.  
  • Develop and strengthen partnerships with key District agencies and other stakeholders to enable the successful implementation of the HIT strategy. 
  • Manage the agency’s strategic supports partnership to ensure delivery of effective consultative supports and technical assistances to local education agency (LEA) leaders and community-based organizations (CBOs) to strengthen implementation of high-impact tutoring. 
  • Oversee design and execution of  continuous improvement processes as well as the program evaluation in partnership with OSSE’s Division of Data, Assessment, & Research and a selected research partner. 

Strategic Project Management 

  • Build and manage against project plans to support the timely delivery of results, managing multiple workstreams simultaneously and with meticulous attention to details and stakeholder needs. 
  • Oversee communications to the public and grantees concerning competitive grant requirements, application process, promising practices, event schedules and evaluation findings. 
  • Collaborate with members of the OSSE, Deputy Mayor for Education (DME), LEA leaders, and other relevant stakeholders on joint projects in support of high impact tutoring initiatives. 
  • Serve as the OSSE lead and expert on high impact tutoring, representing OSSE in external meetings and supporting briefing materials for the Superintendent and Chief of Staff. 
  • Attend training sessions to keep current on changes in state and federal regulations and provide trainings for LEAs and schools. 

Oversight of Initiative Budget and Grants 

  • Manage the $35M investment dedicated to high impact tutoring initiatives to address unfinished learning for K-12 students. 
  • Establish and manage fiscal record keeping and reconciliation systems for all high impact tutoring grants and related funds. 
  • Oversee the procurement process and execution of vendor contracts as needed to support the initiative. 
  • Compiles, processes, and submits ongoing reporting and formal annual reports to comply with state and federal requirements of relevant federal funds. 

KEY QUALIFICATIONS 

  • Knowledge required by position 
    • Excellent oral and written communication and interpersonal relationship skills 
    • Organizational skills including the ability to manage multiple priorities and tasks  
    • Knowledge of research and best practices in implementing high quality tutoring and/or supports to accelerate student learning 
    • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment  
    • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze  
    • Ability to build trusting relationships with various stakeholders 
  • Education & experience 
    • Bachelor’s degree from an accredited college or university 
    • 7-10 years of professional experience managing complex projects and stakeholder groups  
    • 2+ years of team management experience preferred 
    • 2+ years of successful experience in the coordination and management of competitive grants, contracts, and/or budgets 
    • 5+ years’ experience with project management, stakeholder engagements, and programmatic design 
    • Experience designing and implementing new programs and/or grants 
    • Experience in education, federal programs, and/or leading tutoring programs 
    • Experience with program evaluation is preferred
