The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. Within OSSE, the Division of Student Transportation (DOT) is responsible for transporting eligible students with disabilities within the region to and from school each day. DOT’s mission is to provide safe, reliable, and efficient transportation services that positively support learning opportunities.
Specific functions of the Program Officer Include:
- Conducts vehicle inspections to validate staff reported issues, for all scheduled maintenance & Inspections.
- Conducts safe vehicle inspections and performs minor repairs to expedite the route coverage.
- Acts as a liaison with management regarding responses to breakdowns and/or accidents and implement resolutions to urgent demands.
- Analyzes, reviews, maintains and prepares accurate fleet inventory, daily summary report, weekly fuel log, monthly audit reports, breakdown accident weekly reports.
- Maintains fleet records, spare bus inventory, and assigns replacement buses when assigned buses are out of service.
- Ensures that adequate buses are available at the terminals to meet route requirements. Prepares daily (AM & PM) reports on the total number of buses, buses available for service, and buses in the repair shop by location.
- Observes safe work practices and procedures.
- Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities.
- Complies with and supports school and division regulations and policies.
- Performs other job-related duties as assigned.
Key qualifications for the role include:
- Comprehensive knowledge regarding vehicle operations, security, and how to handle large vehicles.
- Ability to make judgments concerning overhead and side clearances, the turning radius, braking distance, manipulating hydraulic controls, and the distance to be maintained from other vehicles because of the height, width, length, and weight of the vehicle.
- Ability to analyze and make difficult judgments concerning loading, arranging cargo, clearances, turning radius, braking distance, and distance to maintain from a preceding vehicle,' based on the height, width, length, and weight of the vehicle.
- Knowledge of relevant equipment, policies, procedures, and strategies to promote effective safety operations.
- Knowledge of the use of controls for special-purpose equipment, e.g., the power takeoff, and skilled in the use of levers, buttons, pedals, and to control the equipment when operating special-purpose vehicle(s)/equipment.
