Education Program Specialist

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. 

The Education Program Specialist will be responsible for supporting the implementation of Office of the State Superintendent of Education (OSSE)/Division of Early Learning (DEL) Quality Initiatives Unit quality improvement programs. 

The job tasks will include supporting the implementation of the Building and Sustaining Quality Early Child and Education (BSQECE) grant through technical assistance and tracking resources. The position will also involve the use of data tracking tools, creating and reviewing reports to monitor grant compliance and ensuring grant deliverables are met on time. They will also work with other OSSE/DEL leadership, unit staff and other divisions supporting related programs and special projects. 

Specific functions of the Education Program Specialist include: 

  • Conduct reviews, monitoring and analysis of all data and program services related to BSQECE grant with a focus on the DC Child Care Resource and Referral - DC Child Care Connections (DC CCC) program supporting child care providers and families.  
  • Provide targeted technical assistance to OSSE grantees and licensed child development centers and homes.  
  • Provide technical assistance to quality facilitators and child care specialists who assist licensed child development centers and homes in the development of program goals and written action plans to support families. 
  • Track and monitor survey results from families, licensed child development centers and child care homes to determine opportunities for improvement and develop detailed recommendations to resolve issues with the program.  
  • Independently plan and conduct in-depth studies and provide reliable solutions, after evaluating the impact of the DC CCC services and the impact of professional development. 
  • Compile/arrange data in standard formats for projects or reports and provide reports regularly to the manager of the BSQECE grant.  
  • Manage day-to-day program matters and documenting milestones using data tracking programs and platforms. 
  • Collaborate with OSSE teams, grantees and stakeholders to ensure meeting program objectives.

Key qualifications for the role include: 

  • Comprehensive knowledge of quality ratings and child care business practices or other early childhood quality programs. 
  • Requirements of other related Federal laws and District laws and regulations affecting early childhood care and education workforce.  
  • Knowledge of the rules, regulations, policies, and procedures as they relate to the mission of the Office of the State Superintendent of Education (OSSE).  
  • A comprehensive level of knowledge of the full range of applicable federal statutes, codes, and procedures that govern early childhood care and education.  
  • Skills in effectively presenting information, findings, and recommendations in written and oral form are highly recommended for this position.  
  • Ability to analyze, summarize, and report on quantitative and qualitative data.
