Early Childhood & Outside School Time Manager

 The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.  

The Early Childhood & Outside School Time manager will be responsible for overseeing two federal child nutrition programs and one local early childhood wellness program. This position’s portfolio includes the Child and Adult Care Food Program, the Summer Food Service Program and Healthy Tots. The manager will lead a team including one manager and eight program specialists.  

The job tasks will include liaising with the regional office of the United States Department of Education, ensuring the DC State agency operations comply with federal requirements, leading the full cycle of the federal program year, overseeing the implementation of the Healthy Tots grants and wellness programming.  

Specific functions of the Education Research Analyst include:  

  • Organize federal and local programs activities calendar 
  • Implement the annual training plan, including the creation and presentations of materials 
  • Oversee compliance responsibilities, including application vetting, annual administrative review tasks, serious deficiency process and claims review and approval 
  • Lead the Healthy Tots  and early childhood wellness activities, including overseeing the full grant cycle and culture of wellness programming 
  • Actively participate in the division and agency strategic plan priority initiatives 
  • Support team morale and cohesion 

Key qualifications for the role include:  

  • Comprehensive knowledge of rules, regulations, policies and procedures for federal nutrition programs, ideally the Child and Adult Care Food Program and Summer Food Service Program.  
  • Knowledge of trends in early childhood wellness 
  • Experience with grants management 
  • Knowledge of the rules, regulations, policies and procedures as they relate to the mission of the Office of the State Superintendent of Education (OSSE).  
  • Skills in effectively creating trainings, presenting information, findings, and recommendations in written and oral form are highly recommended for this position. Ability to analyze, summarize, and report on quantitative and qualitative data.  
  • Experience leading teams and/or major projects
