The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The Division of the Chief Information Officer mission is to provide quality, cost-effective IT services is to provide quality, cost-effective IT services while advancing the use of technology in OSSE to increase excellent in operational efficiency and responsiveness to the needs of staff and external customers.
The Business Analyst will support the development, enhancement, and management of applications.
Specific functions of the Business Analyst include:
- The Business Analyst will solicit and document requirements, identify problems that need solutions, and recognize opportunities for workflow and technical redesign for business process improvements. This includes using workflow diagrams, data gathering, gap analysis, interviews, and focus groups to gather input and opinions from internal and external groups, peers, and supervisors at all levels.
- The Business Analyst serves in a subject matter expert role in product delivery, including reviewing policies and processes, conducting UAT, training, and preparation of the users for the application. This role provides support throughout the entire systems development lifecycle.
- The incumbent works closely with various divisions at OSSE and other external customers to identify collaboration opportunities for developing or improving applications that provide detailed data and analysis to internal and external stakeholders.
- Lead customers through streamlining, reengineering, and transforming business processes to realize business goals.
- Documents the As-is business processes and process flows.
- Develops formal documentation for the To-be business processes, process flows, and requirements in consultation with business users and technology teams.
- Researches, analyzes, validates, and documents business requirements; ensures requirements clearly reflect the organization’s business need and addresses all stakeholders.
- Discovers information hidden in vast amounts of data that allows business units to make smart business decisions and deliver high quality customer service.
- Document the existing data sources/elements and map data elements with data standards working closely with the data architect.
Key qualifications for the role include:
- Experience leading interviews, focus groups, and Joint Application Development (JAD) sessions across multiple groups.
- Expertise in developing test cases, conducting User Acceptance Testing (UAT), creating training materials, training, and supporting end users on applications.
- Ability to independently and effectively collaborate with senior leadership, government agencies, external organizations, and vendors regardless of technical expertise to solicit information and implement data applications. Ability to establish immediate credibility with internal and external customers.
- Experience in Software Development Lifecycle.
- Experience with developing strategies and processes to improve overall business workflow.
- Experience in business analysis.
