McKinney-Vento (MKV) Grant Program
The MKV grant program is a federally funded program authorized by Title VII-B of the McKinney-Vento Homeless Assistance Act of 1987, Section 726, and was reauthorized on Dec. 10, 2015 by Title IX, Part A of the Every Student Succeeds Act (ESSA) made effective on Oct. 1, 2016. Each year, the Office of the State Superintendent of Education’s (OSSE’s) Homeless Education Program (HEP) holds a grant competition for eligible local education agencies (LEAs) serving students experiencing homelessness in pre-kindergarten through grade 12 in the District of Columbia.
The intent of the MKV competitive grant is to provide supplemental funding to help:
- Facilitate the identification, enrollment, attendance and success in school of homeless children and youth; and
- Ensure homeless children and youth have equal access to the same free, appropriate public education as provided to all other students.

American Rescue Plan Elementary and Secondary School Emergency Relief – Homeless Children and Youth (ARP-HCY) Grant Programs
The ARP-HCY fund authorized by the US Department of Education (USED) under section 2001(b)(1) of the American Rescue Plan Act of 2021, Public Law 117-2 aims to support the specific and urgent needs of children and youth experiencing homelessness in recognition of the extraordinary impact of the coronavirus (COVID-19) pandemic on students experiencing homelessness. USED released ARP-HCY funds in two separate disbursements, ARP-Homeless I and ARP-Homeless II, to state education agencies (SEAs) for State-level activities and LEAs.

ARP-Homeless I and II funds should be used by LEAs and consortia of LEAs, as applicable, to identify children and youth experiencing homelessness, provide wraparound services that address the multiple effects of the COVID-19 pandemic on children and youth experiencing homelessness, and ensure that children and youth experiencing homelessness are able to attend school and participate fully in school activities.
Additionally, OSSE utilized state-level set aside ARP-Homeless II funds to create an FY23 ARP-Homeless II CBO Grant for experienced District-based organizations with a demonstrated history of success working with children, youth and families experiencing homelessness to: 1) identify children and youth experiencing homelessness who have been impacted by COVID-19; 2) support them in accessing educational and/or wraparound services to meet their needs; and 3) deliver training, technical assistance, and capacity building to strengthen the provision and coordination of services for this population of children, youth and families within their organizations and in LEAs/schools.
