BSCA Stronger Connection Grant: OSSE Policy & Guidance

The BSCA Stronger Connection Grant is a competitive federal grant program focused on improving conditions for student learning through positive school climates. Participating schools are encouraged to implement a comprehensive plan incorporating evidence-based activities, programs and practices to promote safer and healthier learning environments.

Stronger Connections Grant funds must be used by LEAs to support schools development, enhancement or expansion of their School Strengthening Work Plan (work plan), submitted to the DC Department of Behavioral Health. The work plans are based on a needs assessment, address the mental and behavioral health needs of the school community, are aligned to a multi-tiered system of support and have goals related to student outcomes.

LEAs may apply for SCG funds to support school projects that build upon or strengthen their work plan to increase its impact. The BSCA includes a requirement for state education agencies to distribute funds on a competitive basis to “high-need” LEAs that ensure transparency and successful implementation of activities as outlined in the Every Student Succeeds Act (ESSA) Section 4108.
