This memo is to give School Food Authorities (SFAs) a prototype application and accompanying materials for free and reduced price meals, which has been updated for the 2016-17 school year.

The final rule “Professional Standards for State and Local School Nutrition Programs Personnel as Required by the Healthy, Hunger-Free Kids Act of 2010” (80 FR 11077) established hiring and training standards that became effective July 1, 2015.

The Community Eligibility Provision (CEP) allows Local Educational Agencies (LEAs) in highpoverty areas to offer free school breakfast and lunch to all students at no cost.

The purpose of this memo is to clarify the potential difference in the value of United States Department of Agriculture (USDA) Foods which is deducted from School Food Authority (SFA) Entitlement allocations when orders are placed and the value SFAs should expect to receive from USDA Foods.
