OSSE has published a non-regulatory guidance in order to assist LEAs in meeting their obligations with federal and local laws and regulations regarding administration of student discipline. In order to ensure that all students are provided with equal access to educational opportunities, it is important to avoid student discipline policies that have a disproportionate impact on particular groups of students and instead create learning environments that will allow all students to thrive. This guidance provides LEAs and schools with an overview of federal and local laws that affect school discipline, key frameworks for understanding and addressing behavior, recommended practices, and a range of local and national resources.
