Notice of Final Rulemaking for District of Columbia Municipal Regulations (DCMR), Title 5, Chapter 30: Special Education

On Friday, July 13, 2018, OSSE posted a Notice of Final Rulemaking providing final and effective revisions to the special education regulations located in Title 5-E, Chapter 30 of the District of Columbia Municipal Regulations (5-E DCMR §E-3000-3099). A Notice of Proposed Rulemaking was published in the D.C. Register for a 45 day public comment period on April 6, 2018 that included an opportunity to submit written comments and attend two public hearings. The comment period officially closed on May 21, 2018, with the State Superintendent having received 15 comments from various local education agencies, community advocates, and stakeholders that focused on the proposed amendments to 5-E DCMR Chapter 30.

Based on the comments received, OSSE made changes to correct grammar, clarify initial intent, clarify proposed procedures, or lessen the burdens established by the proposed rules. The changes do not substantially alter the intent, meaning, or application of the proposed rules or exceed the scope of the rules as published with the Notice of Proposed Rulemaking.
