To receive a grant award under the Individuals with Disabilities Education Act Part C (IDEA Part C) to support the provision of early intervention services and supports to children with disabilities or developmental delays, each state must complete an annual grant application to the US Department of Education, Office of Special Education Programs (OSEP).
To ensure an opportunity for the public to provide input, this application must be posted for 60 calendar days and open for public comment for 30 days within the same 60-day period. The Office of the State Superintendent of Education’s (OSSE) federal fiscal year 2023 (FFY 2023) draft state application and spending plan for IDEA Part C will be posted for 60 days on the OSSE website beginning Tuesday, March 21, 2023, and will be posted until Saturday, May 20, 2023.
OSSE has not received allocation tables for FFY 2023 grant funds from the US Department of Education. For the purposes of public participation, OSSE has inserted the FFY 2022 Section III (Use of Funds) into the draft of the FFY 2023 document. Upon receipt of the FFY 2023 allocation tables, OSSE will update the Section III, remove the FFY 2022 Section III and repost the FFY 2023 application for public participation (the public comment period will not restart).
The public will have the opportunity to make comments on the applications from Tuesday, March 21, 2023, until Thursday, April 20, 2023.
