Decision Tree and Process Flow for Test Irregularities and Violations

Before the results from the DC CAS have been generated, and forensic data has been calculated,  the Office of the State Superintendent of Education follows a five phase system for  managing the process flow for alleged test irregularities and violations while the testing window remains open. This allows OSSE and the LEA  the flexibility to  respond appropriately and in real time to possible irregularities and violations as they occur. On the state level, another cycle of review (involving phases three through five) is generated after the results are reported and the forensic analysis has been completed.

  • Phase One: Possible Irregularity Identified
  • Phase Two: Test Security Report Form Completed
  • Phase Three: SEA Review Team Validates Findings for Corrective Action
  • Phase Four: LEA May Appeal SEA Decision
  • Phase Five: SEA Conducts Internal Annual Review
