Strong Start: Annual Reports

The Office of the State Superintendent of Education (OSSE) produces annual reports to inform the public about the state of early intervention services in DC.

State Performance Plan and Annual Performance Report
The State Performance Plan (SPP) describes DC’s efforts to implement the requirements of the Individuals with Disabilities Education Act (IDEA) and improve results for children ages birth through 3 with developmental delays or disabilities. The SPP details how DC will improve its performance on prescribed indicators. The Annual Performance Report (APR) details DC’s progress toward meeting the measurable targets detailed in the SPP. Click here to find OSSE’s SPP and APR reports.

Part C IDEA Grant Application
To receive a grant award under IDEA Part C, OSSE must submit an annual grant application to the US Department of Education, Office of Special Education Programs (OSEP). This application details how DC will use grant funds to support the provision of early intervention services and supports to children with disabilities or developmental delays.
