The State Performance Plan (SPP) describes DC’s efforts to implement the requirements of the Individuals with Disabilities Education Act (IDEA) and improve results for children birth through age 3 with developmental delays or disabilities. Each year, OSSE reports progress on DC’s SPP to the US Department of Education Office of Special Education Programs (OSEP) in an Annual Performance Report (APR).
IDEA requires that each state report annually to the public on the performance of each early intervention program on the targets in the SSP. In DC, Strong Start is the only program, and it serves all the children in Part C.
