Special Assistant, Grant Policy Lead

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. 

The Office of Federal Programs and Strategic Funding, within OSSE’s Division of Systems and Supports, K-12, oversees the administration of major federal grants programs, including Every Student Succeeds Act (ESSA) grants, Scholarship and Opportunities for Results Act (SOAR) grant, the Elementary and Secondary School Emergency Relief (ESSER) grants, and Individuals with Disabilities (IDEA) grant. The Office supports local education agencies (LEAs) in applying for and managing these funds to support the success of the students of the District of Columbia and also leverages state and local regulatory and fiscal supports to ensure that schools and other educational settings transform their practices to ensure student learning. We do this work with an unwavering belief that, with the right systems and supports, all students can experience success in school and in life. 

The Special Assistant will serve as a policy and strategy lead for the Office of Federal Programs and Strategic Funding. This position will report directly to the Director of Federal Programs and Strategic Funding and will be responsible for providing policy recommendations to the Director, implementing new policies, serve as the lead for overseeing federal grants compliance, and act as the project lead on key strategic priorities for the Office. 

Specific functions of the Special Assistant, Grant Policy Lead include: 

  • Strengthen the office’s grant policy infrastructure by identifying, research and addressing grant policy gaps, including overseeing implementation of any new policies 
  • Leading and coordinating the monitoring of all major federal grants programs, including reporting outcomes to leadership  
  • Serve as a liaison between the Office of Federal Programs and Strategic Funding and the Office of the General Counsel  

Key qualifications for the role include: 

  • Ability to research and interpret federal legislation, local statutes and policy guidance  
  • Strong verbal and written communication skills, including ability to synthesize and distill information for clarity and relevance to a particular audience  
  • Strong project management and organizational skills, including leading laterally on strategic initiatives  
  • Ability to navigate ambiguity through being resourceful and quickly adapting to new circumstances or information, as needed  
  • Demonstrates a consistently student-centered mindset
