School Improvement Plans under Every Student Succeeds Act (ESSA)

Part of the Office of the State Superintendent of Education’s (OSSE’s) role in school improvement is to ensure that low performing schools carry out the strategies needed to improve academic outcomes for students.  

ESSA requires that each state educational agency receiving funds under Title I, Part A, section 1003 notify each local education agency (LEA) in the state of any school served by the LEA that is identified for comprehensive support and improvement under subsection (c)(4)(D)(i).  Upon receiving such information from the state, the LEA shall, for each school identified by the state and in partnership with stakeholders (including principals and other school leaders, teachers, and parents), locally develop and implement a comprehensive support and improvement plan for the school to improve student outcomes.

OSSE required all schools identified for comprehensive support and improvement, type 1 (those schools performing in the bottom 5 percent according to the School Transparency and Reporting (STAR) Framework) and type 2 (those high schools with graduation rates below 67 percent) to submit school improvement plans. Below, please find the OSSE-approved school improvement plans submitted by the following LEAs on behalf of the identified schools. Please note that OSSE provided multiple rounds of feedback to the LEA regarding their CS1 plans. OSSE continues to strongly encourage the LEA to consider providing more opportunities for external engagement during the implementation of the school improvement plan with parents, students, educators, and other stakeholders—for example, concrete commitments around how and how often these stakeholder groups can expect to hear about progress in implementing the strategies under the plans. Additionally, OSSE continues to recommend that the LEA refine its areas of focus in each school to allow school leaders and staff to target their efforts and monitor their progress effectively.
