Program Officer: Division of Student Transportation

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. Within OSSE, the Division of Student Transportation (DOT) is responsible for transporting eligible students with disabilities within the region to and from school each day. DOT’s mission is to provide safe, reliable, and efficient transportation services that positively support learning opportunities.   

Specific functions of the Program Officer Include:  

  • Prepare monthly and quarterly analyses, summaries, justifications, and other regular and special analyses as assigned to identify accomplishments, problems, and deficiencies. 
  • Utilize skills to create and develop innovative and alternative methods to accomplish program objectives.   
  • Provides oversight and coordination for large-scale program evaluation and a variety of data collection requests.  
  • Analyze, develop, and implement systems that are essential to the direction and operation of the Division.  
  • Identify essential leadership service integration within the general management of the division, which includes designing, implementing, and maintaining appropriate tracking systems to ensure the accuracy of personnel, finances, and material resources.  
  • Utilize resourceful, innovative, and sound judgment to interpret and apply written guidelines, resolve conflicts, and develop new and improved administrative procedures, processes, and methods for review and approval by the Director.   
  • Assess the productivity, effectiveness, and efficiency of program operations and essential services in overall areas of personnel matters and finances to integrate them into the operation of the Administration.  
  • Work to contribute to improved productivity, effectiveness, and overall efficiency of program operations and administrative support at all levels of the Division.   
  • Develop and implement operational policies and procedures 

Key qualifications for the role include:  

  • Comprehensive knowledge of OSSE operational entities, responsibilities, applicable compliances, provide information to stakeholders, assure attainment of goals and objectives, and coordinate work efforts.     
  • Knowledge of leadership analysis methodologies, techniques, and tools sufficient to provide guidance, direction, and support. 
  • Ability to use automated data processing equipment to execute programs essential for cohesive operations.  
  • An understanding of financial management, procurement, and budgeting processes. 
  • Must have strong written and oral, analytical, and problem-solving skills. 
  • Utilize project management skills to manage short and long-term projects.  
  • Must be detail-oriented and adhere to deadlines. 
  • Poses a bachelor’s degree with three (3) to five (5) years of applicable work experience or a master’s degree with three (3) years of applicable work experience.  
  • Must have strong interpersonal and teamwork skills, while also able to work independently with little supervision.   
  • Must be proficient in Microsoft applications (Word, Excel, Access, Publisher, etc.). 
  • Perform other duties as assigned.
