Program Analyst (Statewide Enrollment Audit Manager)

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. 

OSSE’s Office of Enrollment and Residency (OER) carries out a broad set of responsibilities including establishing guidance on residency verification for Local Education Agencies (LEAs) and conducting an annual enrollment audit of District public schools to ensure District public schools are adequately funded and serve District residents.  

OER is looking for a Statewide Enrollment Audit Manager to lead this important work who has both a commitment to equity and transparency in government work and is motivated to seek out process improvements. The Statewide Enrollment Audit Manager will act as project lead for the annual enrollment audit of over 90,000 students, and coordinate with multiple internal divisions and 60+ LEAs. The Statewide Enrollment Audit Manager will report to the Director of Enrollment and Residency with the following key responsibilities: 

  • Plan, coordinate, and execute the yearly enrollment audit – responsible for the rollout and ultimate success of the yearly enrollment audit 
  • Oversee residency verification policy and compliance: Build and drive the execution strategy for expanding an online residency verification process for both LEAs and enrolling persons through critical analysis of the residency verification process, engagement with internal and external stakeholders, development of residency verification policies, and implementation of new processes at both the agency and LEA level 

Specific functions of the Statewide Enrollment Audit Manager include: 

  • Drives the development and analysis of policies, and procedures for the annual enrollment audit 
  • Develop and maintain the yearly Enrollment Audit Handbook, the OER Handbook, and the Enrollment Audit Standard Operating Procedure manual 
  • Actively participates in the development and analysis of policies, and procedures that impact District residency requirements 
  • Conducts LEA engagement on the implementation of updated audit processes 
  • Initiates, designs, and implements stakeholder training on policies, processes, and systems 
  • Responds to compliance-related questions 
  • Provides support and knowledge in comprehending program regulations and policies 
  • Acts as Coordinator and Contract Administrator for the yearly enrollment audit 
  • Supervises field work, manages appeals, prepares supplemental guides, and completes all other audit related duties

  • Great instincts for gauging the relative urgency versus importance of any given issue 
  • A natural ability to effectively collaborate and communicate with a broad set of internal stakeholders, and for managing people and organizational politics
